In February, it was discovered that Johan Storåkers, during his time as chairman of the Stockholm Athletics Association, received more than SEK 600,000 in compensation - despite the fact that the assignment was non-profit and that the rest of the board was not informed.

Storåkers was chairman of the association for nine years until 2019 when he was elected chairman of the Swedish Athletics Association.

The invoices had been stamped as confidential and the reporting aroused strong feelings in Athletics Sweden.

So strong that in May Storåkers was reported to the sports "highest court" in Sweden, the Swedish Sports Board.

The complainants, Ingvar Åström and Per Bäck, who have been chairmen of Hammarby Friidrott and Turebergs BK, for many years, said that Storåkers had violated both the Swedish Athletics Association's and the Swedish Sports Confederation's statutes.

Registration is submitted without approval

RIN states that according to RF's statutes, it is not permitted for an employee in a special sports district association (such as the Stockholm Athletics Association) to be part of the board of the same association.

On the other hand, RIN believes that a taxable salary alone does not mean that a person is employed in the organization, that more factors are required for a person to be considered an employee according to the statutes.

No such evidence has emerged in the case, according to RIN.

RIN also writes in the decision that it is up to each association and union to what extent they can and want to replace non-profit leaders financially.

That the board can decide to provide remuneration after performing tasks that are not considered to be within the assignment as a member or chairman.

The detail that certain payments had been stamped as confidential is, according to RIN, irrelevant in this context because the board and auditors always have the right to take part in all documentation in the organization.

For these reasons, RIN chooses that the report be submitted without approval.
