Ifab, the football's rules governing body, announced on Monday that five changes are allowed permanently at the elite level from 1 July.
It was hammered out at a meeting in Doha, Qatar, led by Fifa president Gianni Infantino, with union representatives from England, Ireland, Scotland and Wales and the Ifab administration.
