Like every morning I take the car and head for the M-11, the road that connects Madrid's Adolfo Suárez Barajas Airport with Plaza de Castilla and the north entrance of Paseo de la Castellana.

The existing and mandatory labels to access low emission zones and restricted city centers are Zero Emissions, ECO, C and B.

which from the Traffic regulatory body are also considered vehicles with an environmental classification A, are those vehicles powered by

gasoline registered before 2000 and

diesel

vehicles registered before 2006.

It must be borne in mind that

from May 1 in Madrid, the circulation of passenger cars without an environmental label from the DGT or with an A label

inside the M-30 that are not registered in Madrid, within the measures to reduce emissions proposed by Madrid City Council and its Madrid 360 plan.

200 euro fine

Until last March 21, the fine amounted to 90 euros for each time the infraction is committed, regardless of whether it occurs once or infinitely on the same day.

However, due to the recent modification of the Law on Traffic, Circulation of Motor Vehicles and Road Safety, as of March 21, 2022, it will

be sanctioned as a serious traffic offense with a fine of 200 euros,

in accordance with what provided for in articles 18, 76.z3) and 80.1, 100 euros if it is for prompt payment.

Within the municipal ordinance that regulates

the Madrid Low Emissions Zone,

a schedule of restrictions is established for

passenger cars with environmental classification A of the categories by criteria of use 00 (unspecified), 02 (family) and 33 (off-road)

affects the following mode to those vehicles that as of January 1, 2022 are not domiciled in the city of Madrid in the Vehicle Registry, do not appear in the Tax on Mechanical Traction Vehicles (IVTM) register of the Madrid City Council or are going to stop be at a later time:

  • From January 1, 2022

    , its access and circulation on urban public roads inside the M-30 is prohibited, excluding the M-30 itself.

  • From January 1, 2023

    , its access and circulation is also prohibited on the M-30.

  • From January 1, 2024

    , its access and circulation on all urban public roads in the municipality of Madrid is prohibited.

  • From January 1, 2025

    , the 2024 ban also extends to passenger cars A domiciled in Madrid and that are registered in the IVTM register of the Madrid City Council.

    From this date, vehicles A that are not passenger cars (trucks, vans, motorcycles and mopeds) and that until December 31, 2024 had no restrictions, will not be able to access or circulate through the capital.

Delivery vans without an environmental label and that pollute up to 10 times more than an equivalent car will

be able to circulate freely on the almond included within the M-30 until January 1, 2025

, with which the owners have two years of adaptation to replace these vehicles.

An exception is also made for emergency vehicles, State forces and security, armed forces, for those intended for the transport of people with reduced mobility and for those historic vehicles in accordance with the provisions of Royal Decree 1247/1995, of July 14, which approves the Regulation of Historic Vehicles.
