The Electric and Connected Vehicle PERTE, the first recovery plan to be launched linked to Next Generation funds in the European Union, takes another step towards becoming a reality.

Today, the BOE publishes the order of bases by which the granting of the aid will be governed, which has funds of 2,975 million euros and which the EU gave the go-ahead on December 9.

The step taken now makes the Government's promise good,

but there is still an additional procedure: that the call is opened so that companies can present their projects.

A bit like it has happened with the funds of the Moves III plans, frozen until the CCAA are opening the window, although the requirements have been known for months.

Once these calls are established, applicants for the funds will have a period of 90 days to present their projects.

Delay from initial plans

In July, the Executive announced that the bases that have now been published would be ready in the third quarter of 2021. And in February, the winning projects would be known, among which the VW Group's plan to manufacture electric vehicles (and batteries) stands out. in Spain since 2025. In addition, it follows the rhythms set from the EU, where the President of the Commission, Ursula von del Leyen, congratulated Spain for being the first country to receive NextGeneration funds from the EU

. Specifically, 10,000 million. Precisely the negotiation with Brussels, bothered by the position of the Spanish Executive, has been one of the factors that have delayed the project.

The aid will be used for the period 2021-2023, although it may be carried out until September 30, 2025. The global fund is

€ 2,975M, of which € 1,425M will be in the form of loans and € 1,550M in the form of grants. .

They are also expected to mobilize a private investment of € 11.9 billion.

In addition, the aid may be multi-year and formalized as loans through the national budget, grants with financing from the recovery and resilience mechanism, or as a combination of both.

Concession under competition regime

The establishment of the regulatory bases for the selection and concession,

in a competitive competition regime as required by the EU, is the step prior to the publication of the call

that will open the deadlines for the presentation of projects.

This aid will be complemented with aid from the Moves and others up to 4,300 million euros, which will bring the total investment to more than 24,000 million between public and private

(19,700 million). .

The bases now published are, with little difference, those that were already announced in July.

In other words, they must be projects that cover the entire value chain of the electric and connected vehicle;

made up of an association of at least five companies that are present in at least two Autonomous Communities, and with 40% of SMEs.

Of these companies, one should be a vehicle manufacturer and the other a component manufacturer.

The main changes, that the production of batteries in its entirety will not be required,

also allowing the assembly of battery packs (a simpler activity).

Likewise, in addition to 100% electric cars, the projects may include the manufacture of plug-in hybrid models.
