The task of creating an 11-team format and game schedule has been given to the IIHF Competition Committee same as the task of restructuring the lower divisions for the 2023 IIHF Ice Hockey U20 World Championship program.

The fact is that the IIHF council decided that the worst team at the end of the MFM-2022 in Canada will not leave the elite division of the tournament.

MFM 2023 will be held in Novosibirsk and Omsk.

It is planned that in the tournament in 2024 the organizers will return to the format with ten national teams.
