The European Commission has approved this Thursday 3,000 million euros

in aid for the Strategic Project for the Recovery and Economic Transformation

(PERTE) of the electric and connected vehicle.

It is the first of its kind to be implemented in the European Union and, for weeks,

the automotive sector has been asking for it to be launched as soon as possible.

With the approval of the EU, now is the publication of the call with the bases for its application. It is expected to happen before the end of the year.

When the Ministry of Industry presented the master lines of this plan, in July, it assured that the call would

open in the third quarter of 2021 to

have chosen the winning projects in February 2022

.

24,000 million euros in investment

The 3,000 million euros correspond to the industrial part of PERTE. Then it is completed with the aid

of the Moves Plan, the Moves Unique Projects, the CDTI's sustainable mobility technology program, artificial intelligence and connected vehicles until reaching

4.3 billion in public investment. In addition, it is expected to mobilize another 19,700 million in private investment

with the aim of creating the necessary ecosystem for the manufacture of electric vehicles and connected to the network and turning Spain into Europe's 'hub' of electromobility.

The grants, which will be granted through a competitive selection process and in the form of direct grants and preferential loans under favorable conditions, are open to consortia of companies, established both within and outside of Spain. Each consortium will include companies active in different sectors related to electric and connected vehicles, and at least 40% of the partners must be small and medium-sized companies (SMEs).

In addition, they must consider the manufacture of both vehicles and batteries.

"This Spanish plan of 3,000 million euros will contribute to making possible an innovative and sustainable value chain for electric vehicles,

in line with the rules on state aid and the objectives of the European Green Deal",

commented the Community Vice President responsible for Competition, Margrethe Vestager.

Creation of up to 140,000 jobs

For her part,

the Minister of Industry, Commerce and Tourism, Reyes Maroto,

has described the authorization of the European Commission as "magnificent news" that will help the sector's digital and sustainable recovery. "This project is a historic opportunity to turn the manufacturing of the electric and connected vehicle into

a tractor project that strengthens the automotive industry throughout the country," he

added.

The job creation generated by PERTE, according to the calculations of the Spanish Government, could reach

140,000 jobs and the contribution to GDP would be between 1% and 1.7%.

They also hope to reach

250,000 registered electric vehicles by

2023

and between 80,000 and 110,000 recharging points deployed.

Finally, Spain has undertaken to carry out an a posteriori evaluation to assess how these aids have been used.
