The connected and 'green' car: how 5G will give a definitive boost to decarbonisation
The Congress of Deputies today approves the
Traffic Law
after months of bickering between the Government partners and, whose last controversy, was settled a few weeks ago in the Senate, when the section that so far allowed to advance exceeding 20 km the margin established in conventional road, as defended by the Government and the General Directorate of Traffic DGT).
The Congress of Deputies had maintained it by one vote and the Senate rectifies the legislative chamber
.
Therefore, overtaking at 81 km / h on a road limited to 80 km / h a car that circulates at 75 km / h will carry a penalty from the moment the Traffic Law is published in the Official State Gazette in the next few days .
The amendment presented by the PSOE to obtain the elimination of paragraph 4 of article 21 relating to that speed margin has ended in the Bill, which has received
153 votes in favor, two against and 96 abstentions
, including those of the PP, Citizens and Vox.
During the
speed control
traffic campaign
carried out last July, 60.2% of the fines filed by the Civil Guard were for driving at 120 km / h on a conventional highway where the limit is 90 km / h.
Mobile use: six points
Among the most sensitive and severe modifications is the detraction
of three to six points for using the mobile by hand.
What the Law intends is that the mobile phone is not used at any time while driving unless it is connected to the vehicle and, for example, the car is ordered to make a call to a contact on the phonebook.
Seat belt: 4 points
The Traffic Law increases the chances of being fined if you are not properly subject.
Four points
will be lost
for improper use of the seatbelt
,
child protection systems (CRS)
and
helmet in the case of motorcyclists
.
Throw cigarette butts or objects on the road
The new Law introduces a section in which there is an
increase from four to six detraction points for throwing objects onto the road that could cause fires
or accidents to other users of the public road
.
Overtake cyclists
Failure to respect the safety distance of
one and a half meters when overtaking cyclists is also penalized with the withdrawal of six points
.
Cyclists are the vulnerable users in whom, according to the DGT, there has been a greater increase in the accident rate after the greater use of the bicycle in the pandemic.
Scooters and alcohol
The new law also prohibits
minors using personal mobility vehicles (PMVs) from driving if they have ingested the slightest amount of alcohol
.
Scooter users
will also not be able to ride on sidewalks
to protect "the most vulnerable user on public roads, the pedestrian."
Triumph of the face-to-face driving school
The Traffic Law prioritizes
face-to-face training in physical driving schools,
something in which almost all the groups agreed regarding the maintenance of jobs and an eventual improvement in road safety given that they involve better training.
During the processing of the Law in the Senate, the controversial section that indicated that "the teaching of driving relative to the theoretical knowledge necessary to obtain a driving license may be carried out remotely", which had been incorporated into the Congress.
The Law includes the
promotion of awareness and sensitization courses through a virtual classroom
that ensures interaction between teachers and students.
