Social Security
Inspectorate (ITSS) and the
Civil Guard
have carried out
inspections in different football clubs in
different parts of
Spain
that have been active in the
Second Division B
in recent years against possible crimes of Social Security fraud.
As reported on Wednesday by the Ministry of Labor and Social Economy, these inspections were carried out "with the aim of
obtaining documentary information
that could reveal possible crimes of Social Security fraud and other offenses related to the use of undeclared money committed by sports entities. , leaving professional sportsmen and women instead of being unprotected ".
The actions have been carried out in
Algeciras, Cádiz, Alicante, La Rioja, Salamanca, Badajoz, Murcia and the Balearic Islands
and are framed in the fight against corruption in sports and fraud, due to the fact that a generalized problem was detected in the use of undeclared money in the world of football and especially in the clubs of the third and fourth categories of national football.
These inspections have been coordinated by the Criminal Analysis Department of the Judicial Police of the Civil Guard together with the
National Office for the Fight against Fraud
, with the participation of the Organic Units of the Judicial Police of Algeciras, Cádiz, Alicante, La Rioja, Salamanca, Badajoz, Murcia and the Balearic Islands.
The Ministry stressed that this action began
"as a result of a letter addressed to the Royal Spanish Football Federation
and signed by eleven 2nd B teams in 2020, which denounced the
comparative offense
that it entailed for the clubs that legally paid to their players and duly contributed to Social Security ".
As a result, the National Anti-Fraud Office in collaboration with the specialists in economic crimes of the Civil Guard began a campaign to detect the commission of possible crimes of Social Security fraud committed by the different teams.
"
This practice, on the one hand, causes an impairment to the Social Security system
because less money is coming in than would correspond to the contributions of its footballers and, on the other hand, it causes great damage to the footballers themselves because they are deprived of the rights that the social security assists him due to his employment relationship with the clubs, "they warned from the ministry.
For this reason, and from the moment they "became aware of this practice",
the investigators contacted different agents from the world of football
"to verify the veracity of the facts that were revealed in said letter and that They seemed normalized and very accepted by most of the clubs. "
This also motivated a
meeting of the RFEF
with all the presidents of
Second B and Third Division
in November 2019, "of public access on the Internet", and that "was
key to dimension the magnitude and normalization of the problem
." Therefore, after verifying the normalization of this phenomenon, a campaign was prepared to combat this practice.
The Ministry of Labor and Social Economy recalls that this type of coordinated inspections in the fight against fraud are standardized and are regularly carried out jointly between the provincial Labor and Social Security Inspections and the Civil Guard, in labor areas in those that it is anticipated that crimes of fraud to the Social Security and against the workers could exist.
