The Egyptian sports community interacted with the ruling of the Administrative Court of the State Council, which was issued today, Sunday, to accept the appeal of Mortada Mansour, the former president of Zamalek club, the Egyptian Premier League champion, against the decision to dissolve his council.


A legal source confirmed that the ruling issued today to cancel the Olympic Committee’s decision to freeze Mortada Mansour, the former president of Zamalek Club, and prevent him from practicing any sports activity for a period of 4 years, does not entail the return of his council to manage Zamalek Club again.

The court’s decision stipulates “the cancellation of the contested decision of the Minister of Youth and Sports, which is the dissolution of the Zamalek club’s board of directors and the appointment of a temporary committee, with the consequences of this, especially the return of the elected board of directors of the club until the end of its legal period, and the Ministry of Youth is obligated to pay the expenses.”

The judicial sources said that the ruling issued by the Administrative Court of Justice is considered a ruling of first degree, and the Ministry of Youth and Sports has the right to appeal the ruling in the Supreme Administrative Court within a maximum period of 60 days, and if the ministry does not appeal within that period, the ruling becomes final.

The sources added, "The Supreme Administrative Court is the highest judicial authority and has the right to annul or uphold the administrative court ruling issued."

A source confirmed to Mubtada Al-Masry that the decision of the Olympic Committee, which was canceled by the court, differs from the decision of the Minister of Youth and Sports issued to remove Mortada’s council from the club’s management, pending the investigation of the violations attributed to him, stressing that the decision of the Minister of Youth and Sports was supported by the Supreme Administrative Court with a final ruling and became, and then became It is impossible for Mortada Mansour to return to the presidency of the Zamalek Club before the Public Prosecution ends the investigation into these violations, and what the Ministry of Youth and Sports will decide on the results of the investigations.

The First Appeals Examination Chamber of the Supreme Administrative Court issued a ruling on March 15, rejecting the appeals filed by Mortada Mansour, the suspended Chairman of the Board of Directors of Zamalek Club, and Hani Zada, a member of the Council, to stop the implementation and cancel the ruling issued by the Administrative Court today, supporting the decision of the Minister of Youth and Sports to suspend Freezing his council and banishing him from the club.

The Administrative Court said in the merits of its ruling supporting the decision of the Minister of Youth and Sports to expel the board of directors of Zamalek Club headed by Mortada Mansour, that the decision was issued by those who have the authority to issue it, and it was in accordance with the correct rule of law.
