“After a long forced break, Russian athletes will again show their unique sports skills at the main competition for you - the Paralympics,” Putin said.
He also promised to meet in person with Olympians and Paralympians after the Tokyo Games.

The Russian national team took fifth place in the medal standings, having won 71 medals.
The Paralympic Games will be held from 25 August to 6 September.
