21-year-old Inami, who won his second win of the season in the tournament two weeks ago, took the lead with seven birdies and seven unders without bogies.
Six people, including Lala Anai and Miki Sakai, are in second place with a two-stroke difference.
Hinako Shibuno and Sakura Kogure, who won the tournament last week and took the top spot in the prize money ranking, both finished in 14th place with a 3 under par from the lead.
