On January 8, 2020, Minister Park Yang-woo of the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Ministry of Culture, Sports and Tourism) appoints Clerk A as Director of Planning and Operation of the National Hangeul Museum.

Five months later, at the end of June 2020, Sook-Hyun Choi, a promising triathlon athlete, was subjected to a long-term harsh act by the leader of the Gyeongju City Hall and his fellow athletes, and a shocking situation occurred in which he made an extreme choice.




The Sports Ethics Center will be officially launched on August 5th, with a national consensus that violence and sexual violence must be eradicated in the sports world.

The Sports Ethics Center is an independent corporation created to protect the human rights of sportsmen under the leadership of the Ministry of Culture, Sports and Tourism.It integrates the reporting functions of the Sports Corruption Reporting Center of the Ministry of Culture and Sports, the Clean Sports Center of the Korean Sports Association, and the Sports Support Center of the Korean Sports Association. It was established for the purpose of investigation.




On August 5, the day the Sports Ethics Center was launched, Minister of Culture, Sports and Tourism Park Yang-woo dispatched Mr. A, Director of Planning and Operation of the National Hangeul Museum, to the Sports Ethics Center.

Looking at Mr. A's history, it has little to do with the sports world.

It is safe to assume that there is virtually no experience in dealing with sports rights issues.

Nevertheless, Mr. A became the first secretary general who oversees the practice of the Sports Ethics Center.



The bigger problem is the length of work.

At the time of issuance, we have already limited the period from August 5, 2020 to February 4, 2021.

Most organizations and organizations have a heavy workload, especially when they are first created.

There is a lot of work to do in the selection of employees, such as assignment, division and coordination of duties, and cooperation with external organizations.

The same was true of the Sports Ethics Center.



Despite this situation, the Ministry of Culture, Sports, and Tourism judged the first secretary general of the Sports Ethics Center as a'six-month job'.

Considering the importance of the executive secretary in charge of the business and the public's keen interest in sports human rights, the announcement was unconvincing.

In a short period of 6 months, in order to stably build the system of the sports ethics center and perform work properly, very good skills are required, but Mr. A was not such a person.




As ordered by the Ministry of Culture, Sports and Tourism in August 2020, Mr. A was appointed as the head of the National Museum of Contemporary Art on February 8.

The person in charge was also Park Yang-woo, Minister of Culture, Sports and Tourism.

Mr. A traveled through the National Hangeul Museum, the Sports Ethics Center, and the National Museum of Modern Art in one year.



If you say hello like this, it is not easy for any person to work with motivation and confidence in one place.

In a few months, what results and efficiencies can you expect from someone who will go somewhere else?



While Mr. A was serving as the secretary general, the Sports Ethics Center was criticized for all kinds of noise.

In fact, despite having the only authority to investigate sports corruption in Korea, few have been able to quickly and quickly solve anything in the past six months.

At the National Assembly's audit of the National Assembly in October last year, Rep. Kim Ye-ji of <People's Power> raised a suspicion of hiring a sports ethics center'parachute personnel', causing controversy.



To make matters worse, as a public institution operated by national taxes, it was criticized for its lack of competence, and to make matters worse, it was not able to achieve internal harmony, which led to further frowning.

In December of last year, the Sports Ethics Center Barun Labor Union (Chairman Kim Seong-bae) submitted a petition to the Ministry of Culture, Sports and Tourism, the Ministry of Employment and Labor, the National Human Rights Commission, and the National Human Rights Commission, claiming that Chairman Lee Sook-jin is operating the institution abnormally and is oppressing the union.



Chairman Seong-bae Kim submitted a complaint covering 27 items in eight fields, including swearing and criticism, non-payment of overtime allowance, and disregard of remuneration regulations, and the Secretary General A said, "The union's argument is not true." .



While a formal conclusion has not yet been reached on the allegations raised by the union of the Sports Ethics Center, Mr. A, the working-level manager, left the Sports Ethics Center.

Mr. B, an internal executive, was appointed as the successor secretary. According to employees, Mr. B is also a person who has little to do with sports human rights in his career.



The Ministry of Culture, Sports, and Tourism announced measures that seemed to be heard a lot whenever there were shocking human rights violations in sports, such as the case of former short-track national team coach Cho Jae-beom, the late Choi Sook-hyun case, and the ``school violence'' of professional volleyball sisters Lee Jae-young and Da-Young Lee. I have promised to the people many times that I will pay attention.



However, it is not enough to have personnel with insufficient expertise in the senior positions of the Sports Ethics Center. Looking at the personnel behavior of the Ministry of Culture, Sports, and Tourism, who issued a position for six months, whether they are really interested in the protection of sports human rights, the Sports Ethics Center should be nurtured as a sports corruption investigation institution in name and reality. It is difficult to shake off doubts whether you have the will or not.
