The clubs are allowed a maximum of ten percent of the arena's capacity, according to the AP News Agency.
"Both the players and the fans have lacked the mood of the matches and the songs of the stands, soon this will be a reality again," said Minister Dmitry Chernyshko.
The hope is that the decision will help the clubs, who risk having to repay tickets.
The Russian league has been on the move since March 17. When the game starts again in a few weeks, Zenit Saint Petersburg hopes to stay away at the top. The team tops the table, nine points ahead of Lokomotiv Moscow.
