Public health obedience with Anders Tegnell has been difficult to flirt with when it comes to the start of football at senior level. Despite a detailed and elaborate medical protocol, FHM is adamant that football will not be treated differently and no green light has yet been given to the Swedish Football Association and Swedish elite football's great regret.

Not illegal

But what would be the consequences if football were to start without a blessing from the Public Health Authority? According to Dennis Martinsson, associate professor of forensic science at Stockholm University, there are no legal sanctions for opposing the authorities' recommendations.

- When an authority makes recommendations, they are in no way legally binding. If people decide to ignore the recommendations, that in itself does not lead to any legal consequences, says Martinsson to SVT Sport.

On the other hand, Martinsson believes that if there was a spread of infection during events that go against the authorities' recommendations, there is a risk of punishment for the organizers.

- Then there can be talk of the spread of poison or infection (imprisonment for a maximum of six years ed. Note). In criminal law, you have to be able to show intent and a prosecutor could quite easily say that these recommendations from the Public Health Authority are widely known and if you have deliberately gone against them, then you know that there is a risk, he says.

Plans to follow decisions and recommendations

Despite the loophole, the Secretary General of the Swedish Football Association does not seem to be particularly keen to take advantage of the situation.

- Our ambition is the goal has always been to stick to the authorities' decisions and recommendations. We must continue to work together with the National Sports Federation to try to get the Public Health Authority to restart our elite football, says Sjöstrand to SVT Sport.
