A member of the Board of the Football Association, Chairman of the Committee on the Status and Transfer of Former Players, Dr. Salim Al Shamsi, revealed a legal problem that clubs will face if the Football Association and the Professional League do not officially announce the completion of the Arab Gulf Football League competition before next May 30, indicating that it will be the right of players Those whose contracts expire on this date shall not extend their contract with their clubs until the end of the competition, as he put it.

The intention of the Association of Professionals is to complete the football season, if the health authorities of the country acknowledge this, provided that this is likely to take place in next September.

Al Shamsi told «Emirates Today»: “Since the annual circular that clubs received previously did not specify the last day of the end of the 2019-2020 sports season, it is likely that May 30 is the deadline for determining the position of the league championship, as it is the closest to the end of most player contracts.” .

He explained that «the International Football Association issued recommendations to allow clubs to extend the contracts of their players automatically until the end of the local season in their countries, and with the same privileges that they obtain whether an agreement was reached to reduce or not, but only on condition that it is announced that the Arab Gulf League Championship will be completed so as not to The clubs fall into a legal problem with their players (some of them exploit them), if their contracts expire without being formally notified of the continuation of the football season.

He added: «What applies to foreign players applies also to citizens’ players, there is no difference in the details of contracts between citizens and foreign players, and the same is true for players contracting with their clubs on loan system so their loan does not end until the end of the football season, so FIFA instructions are clear in this The matter ».

And if any player refuses to continue his season with his club after the end of his contract, Salim Al Shamsi said: «In that case, the club has the right to resort to the International Federation of the player’s complaint if he is a foreign professional, and will refer FIFA in disputes during this period to the five rules that it finally adopts To settle disputes between clubs and players, or for the National Union if it is a citizen player, and the penalties of the International Federation are explicit in this regard, where the player who did not abide by his contract is punished with a maximum of four months and fined financially, or is satisfied with the last penalty according to the size of the damage that occurred to the club through a violation The player has items Knot".

As for whether the clubs may replace their players in the remaining seven rounds of the league, after FIFA approved the opening of contracts for the end of the year, the chairman of the players' conditions and transfers committee said: “The International Federation showed great flexibility in light of the current situation due to the Corona virus, but not in violation of the rules Registration and transfers, as it was determined that the summer registration period will be for 12 consecutive weeks beginning after the end of local activity in all countries, and therefore clubs are not entitled to replace their players if the league activity returns at any time of the current year, and the Football Association is not entitled to open the door Summer contract only after the league officially ends ».

On the methods and recommendations approved by the International Federation regarding the reduction of players ’contracts, Salim Al Shamsi said:“ FIFA has allowed clubs to reduce players ’contracts by between 20% and 70% due to the Corona virus pandemic, because there was no football activity in that period and the income of financial clubs was stopped, but this is The matter is subject to five clear and specific conditions and rules from FIFA in this regard, foremost of which is that the club informs the player officially of the reduction decision and is negotiated with him in this regard, and that the club prove that it was economically affected by the interruption of football activity, and that the deduction rate is consistent with what the player charges , And to reduce the stinging Yen all, without exception, and finally to be salary, which will be held after reducing his life enough living ».

It is noteworthy that the Football Association recommended earlier to reduce the contracts of players of the Arab Gulf League clubs by 40% due to the cessation of activity in that period.
