AIU says in a statement that it recommends "to consider the severest possible consequences" and "consider excluding the Russian Athletics Association from membership in World Athletics".
AIU, among other things, monitors doping issues on behalf of the International Athletics Association.
AIU bases its recommendation on the Russian Athletic Association's response in November to violations of the anti-doping rules.
The Russian federation has been suspended since 2015 due to extensive doping and attempts to sweep the tracks again.
