At the Libertadores Cup final in Peru next week, fans will be banned from the stadium with belts, hats or sunglasses, and fans can undergo oral blood alcohol tests.

The South American Confederation of Football (CONMEBOL) published tough rules a week before Flamengo and River Plate face off in the final at the Monumental stadium in Lima.

"Local police will use blood alcohol meters in random tests and fans will be prevented from entering if the sample is positive," the federation said in a statement last night.

"Alcoholic beverages or narcotics, as well as psychotropic substances and stimulants, will not be allowed, nor will hats, sunglasses and belts," he said.

Only paper strips, balloons and flags of no more than two meters will be allowed inside the stadium, and the statement stressed that the rules are part of Peru's law.

The standoff, which will bring together two of South America's biggest teams, moved to Peru earlier this month because of the volatile security situation in Chile's capital Santiago.

The final of the Libertadores Cup, which is equivalent to the Champions League, will be held in a neutral stadium for the first time in its 60-year history.

The return match was played between the Argentine rivals River Plate and Boca Juniors in Madrid, after the River fans attacked Boca bus while entering the stadium and broke windows, and some players were injured.
