In order to prevent a series of flood damage such as typhoon No. 19 and heavy rain in July last year, the national government has shown the concept of "basin hydraulic control" to receive water in the entire basin by using not only dams and embankments but also land along rivers. I am.



As part of this, the Ministry of Land, Infrastructure, Transport and Tourism has stated that when building new houses, hospitals, and facilities for the elderly in areas where the risk of flooding due to heavy rain is particularly high, prefectural governments can impose certain building restrictions on "damage to river flooding in specific cities. Amendments to the "Countermeasures Law" and "Building Standards Law" were compiled and approved by the Cabinet on the 2nd.



In the amendment, even if measures such as levee maintenance and riverbed excavation are taken, the prefectures will say " It is designated as an inundation damage prevention area.



When building a house in this area, it is obligatory to install a living room or bedroom at a place higher than the expected inundation depth, and to install a retaining wall to prevent water from flowing into the house.
