According to Ibaraki Prefecture, the heavy rainfall caused the Kuji River to exceed the "flood risk water level" at the Shimonomiya Observatory in Daigo Town at 0:30 pm.
Ibaraki Prefecture calls for strict caution as the danger of floods is extremely high.
