According to the Hamamatsu River National Highway Office of the Ministry of Land, Infrastructure, Transport and Tourism, the Ushibuchi River flowing through Kikugawa City, Shizuoka Prefecture, was flooded as the water crossed the embankment at an observation station in the Toyoko district.
