The government wants to tackle the teacher shortage with a package of existing and new measures. Emergency plans are ready for Amsterdam and The Hague in January. An additional EUR 30 million will be made available for 2020 and 2021 to address teacher shortages at regional level. In addition, Amsterdam, Rotterdam, The Hague and Utrecht (G4) each receive 1 million euros in those years.

It had previously been agreed with the trade unions and employers in a covenant to allocate an additional 460 million euros for education. The Ministry of Education, Culture and Science expects that these deficits will increase in the following years.

For the longer term, teacher training (teacher training) should become more attractive and the competences needed to be considered, so that the right teachers represent the right classes. "Certain classes require specialized teachers or other educational professionals who now have no place in the system of competences," Slob and Van Engelshoven write.

The ministers call the teacher shortage "a major social problem that concerns many teachers, school leaders, pupils and parents".
