TIME ONLINE | News, backgrounds and debates

Monterrey (dpa) - Three and a half years after a massacre of dozens of deads, the Topo Chico prison in northern Mexico has been closed down. Previously, more than 4500 inmates had been transferred to other prisons. Topo Chico was in operation for 76 years and was considered one of the most violent prisons in Mexico. In February 2016, fights between warring gangs killed 49 people. In 1980, in a mutiny, the director of the detention center was killed. According to the National Human Rights Commission, the authorities had lost control of the prison.
