Vladimir Tomsinov, Doctor of Law, talks about the first Soviet Constitution of 1924. The Constitution included a declaration and an agreement on the formation of the USSR.
It operated until 1936. The state was built on the principle of democratic centralism, it united the republics, sometimes acted as a unitary one. The Communist Party was removed from the political system, the state collapsed and it is impossible to restore it, says Toms inov. He says the Soviet Union was loose association, and it was not entirely clear whether it was a confederation or a legal federation.
