This was stated by the press secretary of the White House Jane Psaki.

The speech, as the spokesman for the administration explained, is, among other things, about cyberattacks on Solar Winds, allegedly Russian interference in the 2020 US presidential election.

Psaki said that although Washington intends to work with Moscow to advance its own interests, the United States is going to hold Russia accountable for actions that, in their opinion, are considered inappropriate.

Psaki also said that the US authorities are in favor of extending the Treaty on Measures to Further Reduce and Limit Strategic Offensive Arms (START) with Russia for five years.
