Expiration, deterioration and data change: the Ministry of Internal Affairs has prepared a regulation with the grounds for canceling a driver's license

The Ministry of Internal Affairs has published a list of grounds that allow you to revoke a driver's license.

RIA Novosti writes about this with reference to the draft order on the administrative regulations of the Ministry of Internal Affairs of Russia.

According to the document, the grounds for cancellation of the document are the expiration of the driver's license, the change in the personal data of the owner of the document, as well as if the license itself has become unusable due to wear or other damage that does not allow visually identifying the specified data.

Along with this, the rights can also be canceled when they are issued with violations, loss of a document, as well as the issuance of a new license or the appearance of medical contraindications for driving a driver.

In addition, the driver's death is the reason for the cancellation.

It is noted that information about the cancellation must be entered into the traffic police information system.

The new regulation is expected to enter into force on April 1, 2021.

Previously, such grounds were not spelled out in the legislation.

Along with this, the Ministry of Internal Affairs prepared a regulation on passing the exam for rights and explained the cases in which its results may be canceled.

“The grounds for starting the administrative procedure ... are: satisfaction of the complaint of the candidate to the drivers on the result of the examination;

recognition in the prescribed manner of documents forged (fake);

conducting an exam in violation of the requirements established by the rules, ”the document says.

If the candidate passed the exam, but he was convicted of providing a fake passport, medical certificate or receipt of payment for public services, the result will be canceled.

Information about the cancellation of the exam will also be entered into the information system of the State Traffic Inspectorate.

In addition, new initiatives by the Ministry of Internal Affairs affect the procedure for examining a driver's license.

The regulation provides for a reduction in the list of gross errors, for each of which the candidate for drivers is awarded five penalty points, from 17 to 15.

At the same time, according to the new regulations, it is proposed to add to the list of gross errors "using a telephone and (or) other means of communication while driving", as well as "not wearing a seat belt" (in the current version of the exam, three penalty points are awarded for this error).

Driving license exam in a new way

In September it became known that the Russian Ministry of Internal Affairs had developed new rules for passing the driver's license exam.

The changes are expected to take effect on April 1, 2021.

The draft regulation provides for the procedures for conducting a practical exam exclusively in traffic conditions - there will be no more checks in closed areas.

In addition, the list of errors and violations, for which penalty points are set, has been corrected.

They will be divided into subgroups, with gross errors in a separate block.

For example, for an unfastened seat belt, the exam will stop immediately.

To obtain a positive assessment, the candidate must demonstrate the skills of safe driving in the road conditions, gaining less than five penalty points.

Procedures for canceling exam results are also established.

Complaints will be reviewed by commissions of at least three officials.

In November, the head of the traffic police, Mikhail Chernikov, said that the inspectors taking the exam will pay special attention to driving skills on highways, junctions and intersections.
