According to him, Washington believes that "there is an agreement in principle at the highest level" of the governments of the two countries.

He also stated that the agreement should include the freezing of tactical carriers.

“We are ready for a deal, we can reach it tomorrow, but Moscow also needs to demonstrate the political will to do it,” he said.

Earlier, UN Secretary General Antonio Guterres called on Russia and the United States to immediately extend the START Treaty for five years.
