According to Le Monde, the list under consideration includes nine people from the presidential administration and security forces.

In addition, sanctions are alleged to be imposed on the State Research Institute of Organic Chemistry and Technology (FSUE GosNIIOKhT).

The newspaper notes that Moscow "can take retaliatory measures."

It is specified that this sanctions list will be discussed at a meeting in Brussels on October 12.

At the same time, the publication does not give the names of those against whom sanctions may be imposed.

On October 7, France and Germany announced in a joint statement that they would send their European partners proposals for additional sanctions against Russia due to the situation around Navalny. 

As the Russian Foreign Ministry noted, speaking about the possibility of measures by the EU on the situation with Navalny, sanctions always lead to retaliatory measures.
