Private companies set up secret pipes

  In September this year, the third central ecological and environmental protection inspection team stationed in Zhejiang Province to conduct the second round of inspections.

To the surprise of the inspection team, the inspection team received letters from the masses after entering the station, reflecting that there are serious groundwater pollution in the industrial park in the Jiaojiang River Basin of Taizhou City, chemical companies have set up secret pipes to discharge illegally, and small wharves on both sides of the Jiaojiang River, shipbuilding and other enterprises illegally discharge pollution. Problems such as destroying the ecology.

In response, the inspection team immediately dispatched inspectors to the scene to investigate and verify.

  At the scene, the inspectors discovered that there were 16 chemical companies of various types in the Modern Medical and Chemical Park in the Economic Development Zone of Xianju County, Taizhou City, located by the Yong'an River in the upper reaches of the Jiaojiang River.

"Due to ineffective supervision, some companies have secretly discharged wastewater to pollute groundwater and seep through river banks, forming a yellow seepage area of ​​more than 1,200 meters on the river beach, which eventually flows into Yongan River." The inspection team revealed that according to the investigation, the seepage The effluent chemical oxygen demand and ammonia nitrogen concentration are up to 23800mg/L, 175mg/L, and the pollution is shocking.

Since 2015, the pollution problem in this park has not only been strongly reported by the public, but has also been exposed by news media such as Zhejiang Satellite TV and Taizhou TV.

  What surprised the inspection team even more was that in the past few years, the relevant departments of Xianju County have not carried out effective treatment of groundwater pollution in the park and surrounding areas. They only piled up sand and gravel on the side of the Yongan River bed near the park to increase the height of the river beach and cover the soil to plant reeds. Sewage no longer gushes from the surface of the river beach, thus covering up the pollution problem.

The inspection team randomly selected part of the river beach for excavation. After removing the reeds and surface gravel, the contaminated black gravel and chemical wastewater with a pungent smell were immediately exposed.

The inspection team said that the inspection results showed that in 2020 the COD concentration of seepage sewage was as high as 19600mg/L, and the ammonia nitrogen concentration was 158mg/L, which exceeded the surface water environmental quality standards by 979 times and 157 times respectively, and the pollution was very serious. .

  According to the inspection team, as of this inspection, relevant departments of Xianju County have not carried out detailed investigations of the groundwater and soil pollution in the park and surrounding areas.

  The Jiaojiang River is one of the eight major water systems in Zhejiang Province. In recent years, pollutants entering the river have seriously polluted the coastal waters. The Taizhou Marine Environment Bulletin shows that the water quality of the coastal waters of the Jiaojiang River has been inferior to Category IV since 2015.

The inspection team pointed out that Taizhou’s inadequate implementation of environmental protection responsibilities has caused serious pollution in the coastal waters of the Jiaojiang River.

  According to the inspection team, there used to be a large number of pharmaceutical and chemical, electroplating, dismantling and other companies on both sides of the Jiaojiang River, and the sites left by some companies were seriously polluted.

"According to the Implementation Plan for the Construction of the Pilot Zone for Comprehensive Prevention and Control of Soil Pollution in Taizhou City in 2018, the survey on the status of soil pollution in key industries and enterprises in the city should be completed before the end of 2018, and a list of contaminated plots should be established." The inspection team found that black sewage leaked from the Zhongxing sand field on the edge of the Jiaojiang River in Huangyan District, Taizhou City, emitting a strong pungent odor, which was discharged directly into the Jiaojiang River for a long time.

  "The land was originally a Jiangnan chemical plant. It was naturally shut down in 2001, but it was not included in the list of contaminated land in Taizhou.   The inspection team pointed out that problems such as illegal discharge of wastewater from enterprises on both sides of the Jiaojiang River, environmental pollution, and ecological damage are prominent.

According to the inspection team, in July of this year, the Zhejiang Provincial Department of Ecology and Environment found that Taizhou Zhengang Dyestuff Chemical Co., Ltd. used hidden pipes to sneak a large amount of toxic and harmful industrial wastewater into the mouth of the Jiaojiang River. The red-brown sewage belt stretched for several kilometers and distributed. Strong smell of chemical products.

According to preliminary investigations, the amount of discharged wastewater is about 60,000 tons, which is very bad in nature.

  The inspector also found that there are still two pipelines connected to the Jiaojiang River in the long-abandoned municipal manhole in Taizhou to directly discharge sewage; some production companies along the river have invaded the river bank, and domestic garbage, industrial garbage, and construction garbage have invaded tidal flat wetlands; The gravel wharf and shipyard pollution control facilities are in vain, and sewage is directly discharged into the Jiaojiang River.

Among them, in a demolition block in Jiaojiang District, Taizhou City, about 1,300 cubic meters of buildings and domestic garbage were piled illegally, and more than 40 cubic meters of waste oil. Among them, about 5 tons of garbage and foam materials were mixed in the waste oil, which seriously threatened the water quality of Jiaojiang. Safety.

Many landfill pollution complaints

  The problem of lagging rectification is outstanding

  From the first round of central environmental protection inspectors' complaints to the second round of central eco-environmental protection inspectors, the pollution problem of the Dahanzhuang domestic waste landfill in Jinnan District, Tianjin has always been a hot spot for complaints.

  On August 30 this year, the second central ecological and environmental protection inspection team stationed in Tianjin to conduct the second round of inspections.

On September 10, the inspection team conducted a spot check on the rectification of some ecological and environmental problems that were concentrated by the people in Tianjin, and found that the rectification of the Dahanzhuang domestic waste landfill in Jinnan District was delayed and the leachate pollution problem was prominent.

  According to the inspection team, the Dahanzhuang Domestic Waste Landfill, which is affiliated to Tianjin City Appearance and Environmental Sanitation Development Co., Ltd. (a company directly under the Tianjin Urban Management Committee), has accumulated 5.04 million cubic meters of waste in landfills, accounting for approximately 75% of the total storage capacity. On the basis of %, there is still about 1,500 tons of new landfills every day.

  “The Dahanzhuang Landfill has only one set of leachate treatment facilities that process 150 tons per day, and it cannot operate normally due to aging equipment and process defects.” The inspection team said that after the first round of central environmental protection inspectors pointed out the problem in 2017 In the second half of 2017, the Tianjin Municipal Management Committee initiated the landfill leachate treatment project, and planned to be completed and put into operation in September 2019, but the project was not approved for feasibility until April 2019.

Construction of the project started in August 2019, and the project was officially launched in July this year.

Up to now, the total amount of leachate in the Dahanzhuang landfill is as high as 260,000 tons, which is a prominent environmental risk.

At the same time, the 2.6 tons of sludge produced per day was not managed as hazardous waste in accordance with the requirements of the environmental impact assessment, and was directly illegally buried and disposed of at the landfill. A total of 104 tons have been buried.

  The inspection team also discovered that the anti-seepage membrane at the bottom of more than 20 filling pits at the Dahanzhuang landfill site was damaged, and the high-concentration sewage leaked out into the rainwater collection tank through the rain gutter, resulting in the water quality COD concentration in the two rainwater collection tanks. Respectively as high as 760mg/L and 756mg/L.

The second round of inspectors found that part of the seepage sewage was accumulated in the ditch of the landfill, and the COD concentration monitored on site was as high as 240mg/L.

  The surrounding people have strongly responded to the pollution problem of the Dahanzhuang landfill.

The inspection team said that in recent years, Tianjin municipal and district environmental protection departments, central environmental inspectors, and Tianjin municipal environmental inspectors have received a total of 104 petitions and complaints. Although local inspections and investigations have been carried out many times, the implementation of rectification has not been in place.

Long-term illegal exploitation without a license

  Destroy woodland and destroy ecology

  On September 5 this year, the Central No. 1 Ecological and Environmental Protection Supervision Team thoroughly investigated Yushengxiang’s long-term unlicensed and illegal mining in the Niuti Ridge of the Yanshan Mountains in the second round of inspections in Beijing, destroying large areas of forest land and destroying ecological problems. .

  The inspection team pointed out that the Yushengxiang Company, established in May 2002, had illegally exploited the Yanshan Mountains located at the junction of Xingshou Town and Yanshou Town in Changping District, Beijing without obtaining a mining license and forest land acquisition procedures. The Niutiling Mountains are used to process and produce stone materials, causing extensive destruction of forest land and serious ecological damage. The illegal activities have lasted for 15 years.

  "According to the analysis of satellite remote sensing monitoring data since 2005, Yushengxiang Company has never stopped illegal mountain mining since 2005 without obtaining a mining license." The appraisal results showed that 51.65 acres of forest land was destroyed by the illegal exploitation of the Niutiling Mountain by Yushengxiang Company, of which 44.65 acres of forest land was a national public welfare forest of Beijing Shisanling Forest Farm.

According to the survey and estimation results issued by the Beijing Institute of Geological Engineering Design, Yushengxiang Company illegally mined about 410,000 tons of mountain ore from 2005 to 2020.

  The on-site inspector found that Yushengxiang Company did not take any ecological restoration measures in the process of mining the mountain. The crushing and belt transportation equipment was completely placed in the open air. No dust collection and dust removal facilities were installed, and no spray dust reduction equipment was installed, resulting in large rocks in the mountain. The area is bare and the natural ecology is seriously damaged.

Due to long-term mining, the local planting conditions have been severely damaged and the vegetation is difficult to recover. Yushengxiang's mining behavior violated the relevant provisions of the Mineral Resources Law and the Forest Law.

  According to the inspection team, the Changping District Landscaping Bureau has filed a case for Yushengxiang Company’s unauthorized destruction of forest land.

In response to Yushengxiang’s destruction of the Ming Tombs National Public Welfare Forest, the Changping District Government has written to the Beijing Municipal Bureau of Landscaping and Greening, suggesting that a case be filed for investigation.

  Regarding Yushengxiang’s ecological damage, the inspection team stated that the government of Yanshou Town, Changping District, Beijing, where Yushengxiang’s company is located, and the Xingshou Town Government of Changping District, which is in charge of Xingshou Town’s forestry station, had no control over Yushengxiang’s company for 15 years. The illegal exploitation of the Niutiling Mountains and the destruction of agricultural land and woodland are the main reasons why Yushengxiang’s illegal activities have not been stopped for a long time.
