Luo Wei, director of the Peacekeeping Affairs Center of the Ministry of National Defense of China, said at the press conference that this is the first thematic white paper on the theme of the Chinese military's participation in UN peacekeeping operations, with the main characteristics of "five firsts".

  First, it is the first time that the Chinese military's original intention and mission for participating in UN peacekeeping operations have been clearly stated.

The white paper puts forward the concept of the original intention and mission of the Chinese military to participate in UN peacekeeping operations. Its essence is to fulfill the responsibility of a major power, maintain world peace, and serve to build a community with a shared future for mankind.

  "The motivation for this original mission is derived from the gene of peace of the Chinese nation, from the sentiments of the Chinese people in the world, from the fundamental purpose of the people's army, and from China's great power." Luo Wei said.

  Second, for the first time, a policy system for the Chinese military to participate in UN peacekeeping operations has been systematically established.

It can be summarized as "six adherences", namely, adhere to the purposes and principles of the UN Charter, adhere to the basic principles of UN peacekeeping operations, adhere to the global governance concept of extensive consultation, joint contribution and shared benefits, and adhere to the new security concept of common, comprehensive, cooperative, and sustainable , Persist in resolving disputes by peaceful means, and insist on building a firm peacekeeping partnership.

  The third is the first systematic review of the main tasks undertaken by the Chinese military in UN peacekeeping operations.

The white paper systematically analyzes and summarizes the various peacekeeping tasks undertaken by the Chinese military in the 30 years of participating in UN peacekeeping operations, and summarizes them into six main types: monitoring ceasefire, stabilizing the situation, protecting civilians, security guards, supporting guarantees, and spreading hope. Among them, the sowing hope has distinctive Chinese characteristics."

  The fourth is the first detailed introduction of China's full implementation of UN peacekeeping summit commitments in the past five years.

  Luo Wei said that President Xi Jinping attended the UN peacekeeping summit in 2015 and announced six commitments to support UN peacekeeping operations.

In the past five years, the Chinese government and military have resolutely implemented the decision-making and deployment of Chairman Xi Jinping. They must be faithful to their words and deeds. They have completed the establishment of a peacekeeping standby force with a scale of 8,000, dispatched more support personnel to participate in UN peacekeeping operations, and trained a large number of countries for various countries. The peacekeepers, the provision of free military assistance to the African Union, the dispatch of the first peacekeeping helicopter team to perform peacekeeping missions, and the establishment of the China-United Nations Peace and Development Fund to support UN peacekeeping operations have demonstrated the new contributions of the Chinese military in supporting UN peacekeeping operations in the new era.

  Fifth, it is the first time to systematically put forward the vision and initiative of the Chinese military to participate in UN peacekeeping operations. Luo Wei said that the world today is undergoing major changes unseen in a century, and the global pandemic of the new crown pneumonia epidemic has accelerated this major change.
