  The "Opinions" follow the growth rules of ship professional technicians, grasp the professional characteristics of seafarers, insist on improving the system, improving evaluation standards, innovating evaluation mechanisms, reforming management service methods, and establishing a professional title system that matches the characteristics of ship professional technicians.

  The "Opinions" standardized the professional classification of ships, and divided the professional titles of ship professional technicians into four professional categories: ship driving, ship turbine, ship electronics and ship piloting. At the same time, the addition of positive senior titles will further expand the career development space of ship professional technicians. Ship professional and technical personnel who obtain seafarer qualifications can correspond to primary and intermediate professional titles, realize the effective connection between the professional title system and the professional qualification system for seafarers, and make dynamic adjustments in accordance with international conventions and relevant regulations of my country.
