July 11, 2020 "There is no full convergence" these are the first words with which Prime Minister Giuseppe Conte commented on the meeting with his Dutch counterpart Mark Rutte in The Hague. Beyond the optimistic phrases of circumstance, the prime minister had to admit that the position of the so-called 'frugal' countries has not allowed to soften as regards the construction of the Recovery Fund. 

The Netherlands, Denmark, Austria and Sweden are the countries that oppose the recovery fund as it was designed by the European Commission, that is 750 billion divided between 500 of grants and 250 of loans. and which the 27 leaders will discuss at the summit next week. These states, considered to be the most 'rigorous', want to lower the total amount of the fund and, in particular, non-refundable aid. They also oppose a massive collection of money on the market and the introduction of new taxes. In particular, they are also trying to reduce their contribution to the new European budget. 

"If we tightened the recovery plan of conditioning, of various forecasts that would have the effect of slowing down this recovery, this would be ineffective. This is certainly not the spirit with which we are working on this project and we must avoid letting ourselves be harnessed in the bureaucracy", he continued Prime Minister Giuseppe Conte, "Having said that, there is no doubt that we must make sure that this recovery plan is effective, real and therefore within the effective and real reach of the countries that need it", underlined the head of the government.
