At present, according to a principle that has been in force for hundreds of years, young criminals have been sentenced to shorter or lesser sentences than people over 21 years. For serious crimes, it will disappear in 2022 if the government receives support for its proposal. This applies to crimes that give a minimum of one year in prison.

- Here we have the robbery of the normal degree and serious abuse, among other things. We put the bar there, because these are crimes that can typically be linked to gang crime, says Justice Minister Morgan Johansson.

No exceptions are made for a young, previously unpunished person.

When the government last year announced proposals to reduce the penalty, the first-time convicted would continue to receive a penalty. It is now gone in the draft law council draft, which is now sent out to authorities, courts, organizations and others for comments.

Initially, the government also asked for proposals to completely remove the penalty reduction. It would have cost 1.2 billion and been much more extensive.

Gets effect

-It has big effects anyway. An eighteen-year-old robber gets double the sentence if sentenced, and even an eighteen-year-old who has committed a rape, says the Minister of Justice.

-And that also means that it becomes possible to sentence 18-20-year-olds to life imprisonment.

The proposal also does not require stronger reasons than for the elderly to sentence a young criminal to prison.

The proposal contains no amendments for 15-17 year olds.

-If they are also covered, you do more harm than good, then you run the risk of bringing very young people into crime. We don't want that, says Morgan Johansson.

He who is 18, on the other hand, is of legal age and has to be responsible for his actions, according to him. For a very long time, a reason for discounting the penalty for 18-20 year olds has been based on the notion that they are not fully developed and therefore, in the same way as the elderly, cannot assess the consequences of their actions.
