According to Peskov, the president and the government are fighting poverty as a matter of priority.

“Certainly, the elimination of poverty is what the action of almost all development programs is aimed at, be it national projects, national goals or everything else,” he explained. 

The Kremlin added that the implementation of these plans is sometimes hampered by certain circumstances, but this does not mean that the work stops.

According to RIA Novosti, IC Rosgosstrakh Life and the scientific and technical center Perspektiva conducted a study in which 45% of the survey participants said that their average monthly income was no more than 15 thousand rubles. At the same time, in late February - early March, when restrictions were not yet introduced due to the coronavirus pandemic, about 38% of respondents reported such income. A total of 1502 respondents were interviewed.
