Australia's supermarket chains reintroduced purchase limits for toilet paper and other items on Friday, following a flare-up of coronavirus cases in the state of Victoria that has again triggered compulsive purchases and motivated by fears that authorities will enact new confinements.

The companies Woolworths Group Ltd and Coles Group Ltd, which together account for two-thirds of grocery sales in Australia, announced that they have limited purchases of toilet paper and paper towels to one or two packs per person after they moved through the social media photos of empty shelves in supermarkets.

Purchase restrictions and images on empty shelves are reminiscent of the early days of the Australian coronavirus pandemic, when consumers stored large quantities of certain items at home in anticipation of confinement.

With just 7,500 total cases and 104 deaths , Australia has eased movement restrictions, but an increase in cases in the second-most populous state, Victoria, has led it to back down in de-escalation.

The pattern of compulsive shopping in supermarkets has spread beyond Victoria. "Unfortunately, we have started to see increased demand for toilet paper outside of Victoria in the past 24 hours," Woolworths managing director of supermarkets, Claire Peters, said in a statement. "We are taking preventative measures now to anticipate any excessive buying this weekend," he added. The company has ordered 650,000 additional packages of toilet paper, 30% above the usual amount.

A spokesperson for the Coles company said the chain was restricting toilet paper purchases to one package per person across the country, with limits only for Victoria on the purchase of hand sanitizer, pasta, eggs, rice and other staples.

Despite the spike in infection in Victoria, the Prime Minister and chief medical officer have said the virus remains under control in Australia and that the country will continue with a plan to reopen the economy.
