With the Committee stressing the importance of adhering to the directions issued in a manner that respects their safety and those around them, the Committee decided to exempt specific groups from the use of masks outside the home, but with strict controls prepared carefully, and the first category includes children under the age of six, while the second category includes those who suffer Of multiple disabilities, emotional and psychological disorders, and neurodevelopmental disorders including mental disability, communication disorders, autism spectrum disorder, attention deficit disorder and excessive movement, which lead to difficulty breathing and the inability to communicate with others, or provoke the sense of touch when wearing a muzzle, in addition to this To the third category concerned with individuals who suffer from severe respiratory illnesses or who cannot breathe normally, and those who need additional oxygen, and who face difficulty breathing while wearing masks, with the need for the second and third categories to obtain a medical report approved by the competent authorities stating this.

The committee also decided to allow the removal of the muzzle while outside the home temporarily only in a number of specific cases, limited to the following:

Driving alone, as well as for members of the same family accompanying the car.

- Exercising, which requires great physical exertion, whether in closed or open areas, is measured by an acceleration in the heart rate and the inability to conduct a normal conversation in complete comfort, such as running, biking and other sports, with the importance of maintaining physical distance between people.

- While the person is alone in a place that is isolated from others (for example: inside the private office).

- In cases where the use of the muzzle poses a risk that exceeds the beneficial use of it (for example, while swimming or skydiving)

The committee pointed out that the exceptions referred to come in the context of ensuring the health and safety of all, and taking into account special cases in which owners may not be able to use the masks, or that the use of the muzzle caused more harm than the benefit sought after.
