(Interviews between the two sessions) NPC deputies talk about the renovation of old communities: pay more attention to energy conservation, innovation and practicality

China News Agency, Beijing, May 28 (Wang Qingkai) This year's government work report proposed that 39,000 new communities in old towns should be renovated, support the installation of elevators, and develop diverse community services such as dining and cleaning. As a project to benefit the people, the renovation of old communities has complied with people's pursuit of a better life, and has become an important policy tool for expanding domestic demand and promoting employment.

However, at present, the list of projects for the renovation of old communities is not complete enough, the innovation of the transformation model is insufficient, environmental protection, energy saving and practical functions need to be strengthened.

Ni Haiqiong, a representative of the National People's Congress and president of Aorun Shunda Group, found that some old residential buildings have low energy efficiency and high heating energy consumption in winter, which has become one of the reasons why the atmospheric pollutant emissions in the northern region far exceed the environmental capacity in winter.

"At present, the list of most old community renovation projects needs to be improved. Many renovation projects do not have energy-saving renovation of doors and windows, but doors and windows are the key link to reduce building energy consumption. Building energy loss through doors and windows accounts for more than half." Ni Haiqiong suggested that energy saving Doors and windows are included in the list of mandatory projects for the renovation of old communities, and special incentive funds are set up to encourage the preferential use of energy-saving doors and windows, smart shading and other environmental protection products in the renovation projects of old communities in cities and towns. , To speed up and improve the whole process of supervision on building doors and windows.

According to the plan, 39,000 old communities will be renovated in 2020, involving nearly 7 million residents. According to Ni Haiqiong, if energy-saving doors and windows are used in the renovation of these communities, 6.14 million tons of standard coal can be saved annually, and carbon dioxide emissions can be reduced by about 16.08 million tons, which will greatly benefit energy conservation and environmental protection.

In addition to energy conservation and environmental protection, the renovation of old communities should pay more attention to practicability, and establish a perfect transformation standard system, which is also a hot topic discussed by the NPC deputies this year.

Yang Shanhong, deputy of the National People's Congress and director of the Anhui Provincial Government Education Steering Committee, bluntly said that old communities should pay more attention to practical functions and scientific and precise planning in the transformation. We must adhere to the principle of prohibiting large-scale demolition and large-scale construction, fully saving and utilizing, and focusing on optimizing the overall layout and practical functions.

She believes that the transformation planning plan should not only focus on ensuring the basic needs of community residents' public services, but also further improve the community to build a living environment with high efficiency, energy saving, green environmental protection, comfort and health.

"At present, it is necessary to improve the policy system for the renovation of old communities as soon as possible," said Wang Yuzhi, deputy to the National People's Congress and director of the Shandong Provincial Department of Housing and Urban-Rural Development. At present, the technical standards for the renovation of old communities should be issued as soon as possible to clarify the content, classification and standards of the renovation, and upgrade quality.

For the renovated community, Wang Yuzhi said that a long-term management mechanism for the old community should be built. Promote the full coverage of residential property management after transformation, guide the use of modern identification systems and video monitoring, Internet, big data and other informatization methods to improve the level of intelligent management and create a batch of "smart settlements".

In view of the fact that the old community is facing serious aging problems within 50 years of age, Ni Haiqiong suggested to promote ultra-low-energy buildings, extend the life of the housing, and improve the living environment.

Ni Haiqiong introduced that the “passive house” of German ultra-low energy buildings is worthy of reference for China. This technology does not need to be connected to external energy infrastructure, and is integrated with solar energy storage systems and energy storage technologies to ensure the energy supply of buildings. Taking the Lokahn passive house integrated system as an example, if the northern area is converted into this ultra-low energy building, 349 million tons of standard coal can be saved each year, which will greatly alleviate the problem of air pollution control and will reduce "coal to gas" and " Energy shortage caused by coal to electricity.

At present, nearly 80% of Chinese urban elderly live in old communities. Comprehensive renovation of old communities has become the basic guarantee for home care. However, Ni Haiqiong believes that the application of environmentally friendly doors and windows is only a matter of urgency, and deep promotion of ultra-low-energy buildings is an effective way to delay the rapid development of new residences into old communities. Ultra-low-energy buildings not only fit the green development concept of the new era, but also significantly improve the living environment and better satisfy people's longing for a better life.
