School physical education is still a short board for education, and the current state of youth's physical fitness is worrying-

"Hot Search" Youth Sports in the Two Sessions

"Workers Daily" reporter noted that in this year's two sessions of sports-related bills and proposals, the topic of youth physical fitness and youth sports education has been mentioned many times, especially the problem of youth sports education "absence" once again became a major concern.

China has long paid attention to physical education, especially youth sports. In the "National Fitness Program (2016-2020)" issued by the State Council, it has been clearly stated that "youth will be the key people to implement the national fitness program, and vigorously popularize youth sports activities and improve youth physical fitness."

However, subject to many factors, the current status of the development of youth sports in China is not satisfactory. The 7th "National Student Physical and Health Survey" report shows that some of the important indicators for the monitoring of young people's physical fitness in China, such as cardiopulmonary function and exercise capacity, have not yet been significantly improved.

Data from the National Health and Health Commission show that the overall myopia rate of children and adolescents in China was 53.6% in 2018, and the obesity rate of students has exceeded the "safety threshold" of 10% ...

Corresponding to the decline in the physique of young people, the shortcomings in physical education in China have not been effectively compensated.

According to the special survey data of relevant statistical agencies, as of 2019, only 42.7% of primary school students and 25% of junior high school students in the country can take 3 physical education classes per week. It is difficult for nearly 75% of high school students to guarantee 3 physical education classes per week.

In the face of the grim reality of "absence" of physical education and the decline of young people's physiques, several deputies and members called during the two sessions of the country to attach great importance to school physical education and effectively improve the physical fitness of young people.

Yao Ming, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the Chinese Basketball Association, bluntly stated in his speech entitled "Integrating Sports and Education Cannot Ignore Personality Shaping": "Education without sports is incomplete, and sports without education are not solid."

He believes that all kinds of top-level design, system reform, and mechanism innovation around the integration of sports and education should be people-oriented, and promote the continuous improvement of the personality of young people in the process of physical fitness.

Wu Zhiming, a member of the National Committee of the Chinese People's Political Consultative Conference who has been paying attention to the development of youth sports in recent years, has led more than a hundred members to jointly propose the "Proposal on the Implementation of the Educational Concept of Health First, Loosening and Burdening Primary and Secondary School Students".

The proposal stated that the physical quality of primary and secondary school students has declined, and the burden of coursework has become heavier. This is caused by a variety of reasons, including the fact that current education does not pay enough attention to sports subjects.

"At present, the state has invested heavily in youth sports policies, but school sports is still an obvious shortcoming in education, and student physical fitness is still the weakest link in the school's overall quality." Wang Zongping, director and professor of the Department of Physical Education of Nanjing University of Science and Technology, believes To change this situation, the orientation of education evaluation urgently needs to be changed: "We must resolutely overcome the persistent problems of score-only, progression-only, and diploma-only, and fundamentally solve the problem of education evaluation baton."

How to solve the predicament of youth sports development? Many representatives of the two sessions and relevant industry experts gave suggestions.

Zhu Ting, deputy of the National People's Congress and head of the Chinese women's queuing team, and Yang Yang, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the Athlete Committee of the Beijing Winter Olympics Organizing Committee, all called for the advancement of physical education to allow physical education to start from preschool children.

The proposal brought by Yang Yang's participation in the two sessions is "On Strengthening the Planning and Construction of Sports Facilities for Children and Youth in the Community." In an interview, she said that sports enlightenment and interest cultivation of children, especially preschool children, started more in the community. "The value of the community in promoting sports for children and adolescents should be highly recognized, and multiple departments should cooperate to coordinate top-level planning , Design and promote community sports for children and adolescents into the national fitness, community development and other construction areas. "

Yao Ming suggested to establish a social sports teaching system covering basic physical fitness, special skills and professional competitions. "It is necessary to reverse the trend of" heavy physical ability and light skills "in school physical education classes and further expand the scale of special physical education classes. In addition, we must strengthen the evaluation, guidance and supervision of school physical education, after-school training, competitions and student physical health monitoring."

The establishment of a multi-evaluation system to comprehensively increase the weight of sports, especially the inclusion of sports subjects in the scope of examination subjects for high school entrance examinations, is the recommendation of Wu Zhiming and other members of the National Committee of the Chinese People's Political Consultative Conference to solve the problems of youth sports development.

Dai Liyi, member of the National Committee of the Chinese People's Political Consultative Conference and vice president of East China Normal University, holds a similar view. Relying on the investigation and research of the School of Physical Education and Health of East China Normal University, Dai Liyi submitted a proposal to the National People's Congress and the People's Republic of China this year to promote sports policies for college entrance examinations on the basis of strengthening the physical education of high school entrance examinations. On the basis of strengthening and perfecting the physical education of the college entrance examination, timely implement the physical education policy of the college entrance examination, and truly implement the 'five equal emphasis' on moral, physical, mental and physical skills. "

In an interview, Li Xiangru, a professor at the Capital Institute of Physical Education, believed that the positive role of physical examinations should be fully faced and evaluated, and that physical education should be returned to its original source. "The reform of school sports must start from a human point of view, and truly stimulate the endogenous power of school sports participants, before it is possible to promote the sustainable development of youth sports."
