The People ’s Government of Guangxi Zhuang Autonomous Region and the National Development and Reform Commission:
"The National Development and Reform Commission's Request for Approval to Establish Guangxi Baise Key Development and Opening Pilot Zone" (Fagai Opening [2019] No. 2043) was received. The approval is as follows:
1. Agree to establish Guangxi Baise Key Development and Open Pilot Zone (hereinafter referred to as the Pilot Zone), and the implementation plan for the pilot zone construction will be issued by the National Development and Reform Commission. The test area is located in the west of Guangxi Zhuang Autonomous Region, bordering Vietnam, and is an important frontier for China's open cooperation with ASEAN. The construction of the pilot zone is an important measure to promote the joint construction of the “Belt and Road”, accelerate the pace of development and opening up along the border, and build a new pattern of comprehensive opening up, which is conducive to strengthening cooperation with ASEAN in politics, economy, culture, science and technology, and accelerating the construction of China-Indochina Peninsula economy Corridor; conducive to the formation of a new growth pole in the southwest, and promote the development of the western region to form a new pattern; conducive to comprehensively win the battle against poverty, accelerate the revitalization of the old revolutionary areas of the left and right Jiang; side.
2. 3. The People's Government of Guangxi Zhuang Autonomous Region should effectively strengthen the organization and leadership of the construction of the pilot area, improve the mechanism, clarify the division of labor, and implement responsibilities, and effectively and effectively promote the construction and development of the pilot area. It is necessary to conscientiously do the preparation of the overall plan for the construction of the pilot zone and the preparation of relevant special plans, and actively explore and promote the integration of multiple regulations. The planning and construction must meet the relevant planning requirements of national land spatial planning, urban overall planning, environmental protection planning, and comprehensive water resources planning, focus on optimizing the spatial layout, strictly protect the ecological environment, and effectively save intensive use of resources. The important policies and major construction projects involved in the construction of the pilot zone shall be submitted for approval in accordance with the prescribed procedures.
4. Relevant departments of the State Council shall, in accordance with the division of functions, increase support for the construction of the pilot zone, and provide active guidance and preference in the areas of planning, policy formulation, capital investment, and project arrangement. All departments should strengthen communication and coordination, conduct in-depth investigation and research, sum up experience in time, guide and help solve problems encountered during the construction of the pilot zone, and create a good policy environment for the development of the pilot zone. The National Development and Reform Commission must strengthen overall coordination, follow-up analysis and supervision and inspection of the construction of the pilot area, carry out periodic summaries and assessments in due course, and report major issues to the State Council in a timely manner.
