The Interior Ministry, on which these centers depend, has released the last few weeks from the state of alarm to the majority of internal foreigners in all the CIEs of Spain, so that there would be less than 10% on average. In Aluche it has also been like this and this Wednesday there were only 14 left, so possibly there are none left this Friday or in the coming days.

Two weeks ago, the Ombudsman asked for the release of these people because they are "in a particularly vulnerable situation" in the context of the current health crisis, which also "prevents" the return or expulsion to their country of origin from taking place. .

This is how this institution responded to the complaint filed days before by the Association of Foreign Lawyers , which denounced that, when the state of alarm was decreed by the COVID-19 crisis and in view of the restrictions imposed by third countries on people from Spain, the CIE they make no sense because "the deportation of inmates, which is the main objective of these institutions , cannot be guaranteed in any way."

Release in compliance with the alarm state

According to the Ombudsman, the "exceptional circumstances" due to the Covid-19 crisis "must take into account, as a priority, the health and safety of both inmates, police officers and all the personnel they provide service in the CIE ".

"For this reason, it is essential to ensure that this release is carried out under conditions that allow compliance with the measures decreed in the state of alarm for all citizens," he added.

Thus, to ensure that these conditions exist for the release of the inmates, the Ombudsman explained two weeks ago that he is in permanent communication with the General Commissariat of Immigration and Borders as well as with the State Secretariat for Migration. .

For his part, in a press conference, the deputy director of operations of the National Police, José Ángel González, assured that every person inside a CIE will be released if during the crisis of the new Covid-19 coronavirus and the mandatory confinement that it entails. , exceeds the maximum legal stay in these centers, set by law at 60 days.
