March 30, 2020 The new forms, updated and simplified compared to the previous model, have been published to present the application for suspension of the mortgage through access to the Solidarity Fund for mortgages for the purchase of the first home. To facilitate and further speed up the procedures, the new model, available on the websites of the Department of the Treasury, Consap and ABI, can be completed directly online and sent according to the methods indicated by each bank.

The MEF communicates this by recalling that following the signature of Minister Roberto Gualtieri, the decree implementing article 54 of the Italian Legislative Decree which integrates the rules of the so-called Gasparrini fund, which provides for the right, for holders of a mortgage contract for the purchase of the first home that are in temporary situations
difficulties foreseen by the regulation, to benefit from the suspension of the payment of the installments up to 18 months.

Following the Covid emergency, explains the MEF, the operations of the Gasparrini fund have been extended, allowing employees to work with reduced or suspended working hours (for example for lay-offs) for a period of at least 30 days and to self-employed workers and professionals who have suffered a decrease in their turnover of more than 33% compared to the turnover of the last quarter of 2019. Furthermore, for all the hypothesis of access to the Fund: it is no longer required the presentation of the indicator of the equivalent economic situation (Isee); It is possible to benefit also for those who have already benefited from the suspension in the past (provided that the amortization has resumed for 3 months); the Fund was expected to bear 50% of the interest accrued during the suspension period. To quickly obtain the suspension of the loan, the citizen, in possession of the requisites foreseen for accessing the Fund and who is in the situations in which the intervention of the same is foreseen, must contact the bank that granted the loan, which upon presentation of the necessary documentation proceeds to the suspension of the loan.
