Vladimir Putin approved a list of instructions prepared following an appeal to residents of Russia amid the spread of coronavirus infection COVID-19. The orders of the head of state are published on the Kremlin website.

According to Putin’s instructions, amendments should be made to Russian legislation to ensure the implementation of the measures cited by the head of state. A significant part of the list of assignments concerns social support measures.

So, from April 1, payments should begin in the amount of 5 thousand rubles for children under the age of 3 years to families entitled to matkapital. From the first of June payment of the sum in the amount of half the cost of living to low-income families with children aged three to seven years should start.

For the period until December 31 two orders must be implemented. Prior to this period, the maximum unemployment benefit should be set to the minimum wage. The minimum amount of temporary disability benefit is also required to be brought to the same value.

In addition, the Ministry of Labor of Russia, together with the Pension Fund of the Russian Federation, was instructed to make a lump-sum payment in connection with the 75th anniversary of Victory in the Great Patriotic War in April.

Support for economics and business

The President instructed to postpone the payment of taxes for small and medium-sized businesses for six months along with the payment of insurance premiums to state extra-budgetary funds for microenterprises.

In addition, for small and medium-sized businesses a reduction of up to 15% of insurance premiums from salaries exceeding the minimum wage is envisaged.

In addition to this, the Cabinet was instructed to prepare a law on the right of individuals and individual entrepreneurs to credit holidays with a 30% drop in income.

Putin also instructed to identify a list of sectors of the Russian economy that were most affected by the spread of coronavirus infection. The President also ordered that the economic situation in the Russian Federation be constantly monitored to update this list.

Starting April 1, the government has been instructed to report monthly on monitoring results.

Along with this, the president ordered the adoption of an action plan to ensure the dynamics of lending to the real sector of the economy. Among the measures cited are "subsidizing interest rates on loans for such enterprises, as well as providing state guarantees." The order was given to the government and the Central Bank.

Putin's appeal

On March 25, Vladimir Putin addressed the Russians in connection with the situation around the coronavirus COVID-19. In his speech, the head of state pointed out that Russia, including the strength of its geographical location, could not completely block the penetration of infection into its territory, and urged fellow citizens to observe precautions and instructions from doctors.

In order to prevent the spread of the disease, the president declared a week from March 28 to April 5 non-working. He also outlined a number of special measures designed to support both individuals and business representatives who found themselves in a difficult situation against the backdrop of the COVID-19 pandemic.

In addition, the president postponed the nationwide vote on constitutional amendments from a predefined date of April 22 to a different date, which will be announced later.

Subsequently, the president himself suggested that it would take two to three months to fight the Russian virus.

“A colleague expects that in two or three months we will deal with the coronavirus. This is a good forecast. Because in some countries they say that the war with him will be very long, ”the president said during a meeting with entrepreneurs in Moscow on March 26.

The situation with COVID-19 in Russia and the world

To date, in Russia there are more than 1,500 patients with coronavirus infection COVID-19 in 65 regions of the country. Nearly 60 people recovered, nine died from the effects of the disease.

Most of the infected are in Moscow - more than 1 thousand people.

According to the American University of John Hopkins, in the world there are more than 680 thousand cases of COVID-19.

The infection began to spread in the Chinese province of Hubei. In the first months, the PRC was the leader in the number of cases, but so far the growth in the number of infected people in this country has been stopped.

However, in the rest of the world, the number of cases continues to increase. During the day, the increase amounted to more than 60 thousand cases. The largest number of recorded cases of the disease was noted in the USA (more than 120 thousand) and Italy (over 90 thousand).
