A report given to the Prime Minister on Tuesday by Frédéric Thiriez, the former boss of the Professional Football League, proposes to shake up the training of future senior officials, whatever the institution chosen, so as to introduce more diversity and to reconnect students with the realities of the field.

It is a report that does not go unnoticed. Frédéric Thiriez, the former boss of the Professional Football League, was entrusted with a mission on the reform of the senior civil service. The social climate of the past few months may have led to a paradigm shift. The ENA, but also other institutions such as Polytechnique, or schools of the judiciary, are now considered too elitist. This report proposes a set of reforms to allow French senior administration to be more representative of society, with real diversity.

Among the recommendations: the creation of twenty preparatory classes throughout France to pave the way for young people from all over France and from all territories. But also the establishment of a common base of six weeks, through which all future senior officials would pass, and which would include a military preparation of three weeks, then three other weeks devoted to the supervision of young people of the Universal National Service.

Finally, the third recommendation: future senior officials should not go directly to school after leaving school, such as the financial inspectorate. For two years, the young executives will do field administration, before joining the chosen institution, where they will not be tenured until after four or five years.

Judicial reservations

As for the judiciary, it is feared that these measures will apply to the detriment of theoretical education. "We are not opposed to joint training with senior officials, the important thing is that it preserves the quality of the training currently provided", explains to Europe 1 Céline Parisot, the president of the Union of Magistrates . "Today, the training of a magistrate lasts 31 months, integrate six months of training in common with others, why not? But not at any cost. We have to stay with a goal adapted teaching. "

Another reserve for this magistrate: the establishment of a common curriculum, to the detriment of the specifics of each body. "Military preparation has no meaning for magistrates," she said. "The judiciary is independent, the magistrates are not there to learn to walk or to respond to orders. This is the opposite of the educational objectives of the National School of Magistrates currently", she tackles. For his part, Prime Minister Edouard Philippe welcomed the orientations of this report, before announcing that 2022 would be the first year of implementation of the new methods of selection and training of senior officials.
