According to her, it allows him to implement precisely the principle of immunity, which is enshrined in article 91 of the Constitution.

Lakhova believes that the norm should be extended to the president, whose term of office ends, since this will be a "guarantee of the independence of his activities, including in the performance of the duties of the head of state acting".

“Therefore, it is proposed to consolidate that the president, who has ceased to perform his duties due to the expiration of his term of office or ahead of schedule, has immunity,” she said.

Later, the Kremlin announced that they would not yet formulate positions on a proposal.

Earlier it was reported that the Constitution proposes to secure the president’s right to dissolve the State Duma if it does not approve more than a third of the Cabinet.

On February 17, the deadline for submitting amendments to the presidential bill was extended to March 2.
