Five members of the Federal National Council ask six questions to three ministers, related to the sectors of resettlement, economy, education, higher education, human resources and social development, during the council session scheduled to be held tomorrow at the headquarters of the Council in Abu Dhabi.

During the session, the Council will discuss two draft federal laws: the first regarding amending some provisions of Federal Law No. (18) for the year 1981 regarding the regulation of commercial agencies, while the second is about organizing the strategic stock of food commodities in the state.

According to the session’s agenda, the first deputy head of the council, Hamad Al Rahoumi, directs two questions: The first is to the Minister of State for Financial Affairs and the vice chairman of the Board of Directors of the Federal Tax Authority, Obaid Hamid Al Tayer, on “the impact of the application of value added on the economy”, while the second to the Minister of State for Higher education and advanced skills, Chairman of the Federal Authority for Government Human Resources, Dr. Ahmed bin Abdullah Belhoul Al Falasi, on "support for employees, parents of people of determination in the federal authorities."

The most prominent questions include a question for the First Vice-President of the Council, Hamad Al-Rahoumi, to the Minister of State for Financial Affairs and Chairman of the Board of Directors of the Federal Tax Authority, Hamid Obaid Al-Tayer, inquiring about the effects of VAT after two years of application.

The session witnesses three other questions for the Minister of State for Higher Education Affairs and Advanced Skills, the head of the Federal Authority for Government Human Resources: the first of the council member Dharar Balhoul Al Falasi, about “localizing the profession of the director of human resources in government institutions”, while the second from member Muhammad Issa revealing about “mourning leave , And the last one of the member, Adnan Hamad Al Hammadi, on "the conditions for accepting citizen students and children of female citizens at the university." The council member, Obaid Khalfan Al Ghoul, asks the Minister of Economy and Chairman of the Board of Directors of the Securities and Commodities Authority, Engineer Sultan bin Saeed Al Mansoori, about "troubled or doubtful companies."

Hamad Al Rahoumi told «Emirates Today» that his first question aims to identify the effects of VAT after more than two years after its application, pointing out that he will inquire from the Minister of Finance whether the Federal Tax Authority conducted a comprehensive survey on the effects of this tax and its benefits to the state on the one hand, The consumer and merchants sector, on the other hand. Regarding his second question, Rahoumi explained that this question was previously directed two sessions before the Minister of Community Development, Hessa bint Issa Bouhamid, in the section related to the mechanisms that the ministry can follow to help families with three sons of determination and more, and the minister announced during her response to The question is that there are more than 114 citizenship families who have more than two members of determination, which is not a small number, and requires the introduction of legislation that includes these families with support and social care, and not only people of determination, because any failure to support these families will be reflected on the owners of determination. Rahoumi stressed that he will seek, through his question, to obtain a parliamentary recommendation to create or amend the texts of some laws to find a mechanism and system at the federal level, excluding the owners of determination and the members of their families responsible for them from some conditions related to retirement or periods of daily work, especially that all views between working wives (Mothers of Children of Determination) agreed on the importance of early retirement to allow for the care of their children. He stressed the need for mothers in families whose composition includes two or more individuals of determination to be granted the right to obtain a package of benefits and procedures that will support them in supporting and caring for their children of people of determination, including the right to obtain early retirement or reduce their work hours Daily, which gives them a greater period of time to be with their children, which strengthens the bond between members of the same family.

He pointed out the importance of not restricting support to these groups only on the financial side, but should go beyond that, by providing and developing a package of legislations and laws that feed into efforts to promote social and psychological initiatives and services provided. Rahoumi revealed that the family who adopted the question because of it, lost one of their daughters of determination, after she passed away several days ago, which increased his insistence to re-ask the question, in order to provide all forms of support necessary for the rest of the families concerned. He said, “Usually the effort of the family, which includes in its composition a member of anxiety or autistic patients, is distributed over the care of this person, which may contribute greatly to his rehabilitation, but when the family includes two or more persons from this category, the required care rates will decrease despite Father and mother, and the matter becomes more like the daily suffering that extends for years, due to the difficulty of distributing effort and care to the children, which is reflected negatively on this category of people of determination ».
