The Andalusian Board estimates that in March 2020 it will have unlocked the 29,959 records accumulated in scholarships and aid for training courses that were pending resolution from 2010 to 2016 due to the inaction of the previous Andalusian government of the PSOE. At the moment, the Ministry of Employment, Training and Autonomous Work has announced the payment of 50% of these scholarships.

The Government of the PP and Cs detected the huge bag of unpaid aid last March, which forced to launch a crash plan and hire 157 interim officials to process them, of which 23 were allocated to the Intervention Area as support to release economic sums.

On an individual basis, these are small amounts of aid ranging between 500 and 1,000 euros , but whose total amount amounts to 12.9 million euros not paid to its beneficiaries. All of them were unemployed at the time and therefore participants in courses of the Ministry of Employment, conducted between 2010 and 2016, focused on job placement. These are aid for transportation, maintenance and accommodation for attending courses , conciliation and dependency scholarships (for unemployed people who required financial support by having people or children in their care, which made it difficult to attend courses) and also scholarships for assistance to people with disabilities.

All of them are unemployed who took training courses of the Board, paid the expenses of travel, maintenance, accommodation, conciliation and dependence of their own pockets, attending the courses. After requesting the grants and scholarships, they did not receive the aid or response to their requests.

In Seville, 12,000 files were pending; in Malaga, 6,700; in Jaén, 563; in Huelva, 2,000; in Granada, 2,400; in Córdoba, 960 and the province of Cádiz, 5,100. And it was this summer when, already operational, they have begun to analyze files . In the case of transport scholarships, documents such as the registration certificate have been requested in a city other than that of the training course attended, avoiding the requirement of bus or train tickets "because it is impossible for someone to have saved tickets from new years ago and demand them now, "explains Loscertales. And on the other hand, agreements were reached with the Intervention Area to expedite the payment to the beneficiaries .

Thus, and given the avalanche of unsolved requests, a sampling system was chosen instead of reviewing all the documentation, one by one. The sampling, carried out by Intervention, has analyzed 10 percent of one thousand scholarships and if in that ten percent there was a margin of error of 5 percent, they have been returned, ”explains the Secretary of Ordination for Formation of the Board.

After several months of work, currently the records of scholarships and grants from the province of Córdoba are at zero ; in Seville, more than 5,000 have been processed, and according to the Board, they have already made revenues for a total of 360,000 euros; In Malaga approximately half have been dispatched, leaving 3,350 applications.
