Participants in the Forum of Supreme Audit, Financial and Accounting Authorities and Anti-Corruption Organs, which was organized by the Court of Auditors for two days, were identified on the sidelines of the Conference of the States Parties to the United Nations Convention against Corruption, which begins today in Abu Dhabi, under the patronage of His Highness Sheikh Khalifa bin Zayed Al Nahyan The head of state, seven major challenges they said prevented the creation of an integrated system for monitoring and combating financial corruption in some countries of the world.

They summarized the seven challenges in "entering technology as a major and new player who helped expand practices related to violating laws and regulations, as well as the lack of cooperation between international agencies and organizations, and the lack of a system of training and rehabilitation to keep pace with the rapid changes taking place in the international arena at all levels."

They emphasized that the challenges also included the lack of "completed" laws and legislations that enable workers in regulatory institutions and agencies to extend their authority sufficiently, and the weak role of the concerned authorities in spreading legal culture, and informing workers of the risks that may result from those practices and penalties that may be issued against them in the event of their commission, Besides, there is no mechanism that works to transfer and exchange experiences between the concerned agencies, in a way that contributes to raising their efficiency and preparations.

The participants stressed yesterday, in the activities of the second preparatory day for the international conference, the importance of adopting joint precautionary measures among all countries, in order to enhance the proactive capabilities of governments in the process of confrontation and monitoring.

Speakers discussed in a session entitled "Public Sector Procurement and Privatization", during which they emphasized that the experience gained from a global perspective in assessing international public procurement systems deals with different dimensions, represented in legislation and national bodies and their alignment with the United Nations Convention against Corruption.

Confronting employee delinquency

The representative of the Administrative Control Authority in Egypt, Ahmed Abdel-Rasoul, stated that the most prominent results achieved by the Administrative Control Authority exercising its control powers over the administrative institutions in Egypt during 2019 were to confront the deviation of 2849 employees, who were monitored through procedures for examining facts and controlling criminal cases, In addition to conducting investigations about 10 thousand and 266 public employees, they were nominated for leadership positions, which resulted in the unworthiness of 393 employees to fill these positions.

He pointed out that these achievements came as a result of joint coordination efforts between the Administrative Control Authority and 14 ministries and government institutions.
