Kobzeva was introduced by the plenipotentiary of the president in the Siberian Federal District Sergey Menyaylo.

Earlier, Kobzev arrived in Irkutsk.
On December 12, Russian President Vladimir Putin accepted the resignation of Irkutsk governor Sergei Levchenko, appointing acting head of the region Igor Kobzev.
The head of state also awarded Kobzev the rank of colonel general of the internal service.
