Today's anti-terrorism legislation is spread over three laws. The investigation now proposes that the three be merged into one - the terrorist crime law.

In order for the new law to last for a long time to come, today's enumeration of what crimes can be considered as terrorist crimes is abandoned. Instead, all Swedish crimes should be regarded as terrorist crimes if they are committed with the intent of terrorism.

Terrorist crime is an act intended to inflict serious fear on a population or part of the population and which can seriously damage a country or intergovernmental organization.

The punishment for terrorist offenses is proposed as today being a prison term of not less than four and a maximum of 18 years or life. For less serious crimes, the scale of punishment goes from two to six years.

Several penalties

However, the investigation proposes several penalties for crimes involving different types of support for terrorism.

For the crime in connection with terrorist organization, prison is proposed for a maximum of four years, and if the crime is serious, prison for a minimum of 18 months and a maximum of seven years.

This autumn, the Government presented a bill on co-operation with a terrorist organization that is currently being dealt with in Parliament. There the penalties are lower.

Punish propaganda

For the crimes financing of terrorism, public call for terrorism and training for terrorism, imprisonment is proposed for a maximum of three years compared to today's two. If the crime is serious, the minimum penalty should be one year compared to today's six months. The maximum penalty is currently proposed to be six years.

Also new is that the investigation wants to extend the crime public call for terrorism. It is now also proposed to include a call for terrorist recruitment, a call for terrorism training and a call for travel for terrorism purposes. In this way, the legislation should more easily capture propaganda that involves a more general support for terrorism.
