Municipalities and provinces will be able to collect local taxes and unpaid property income with the same rules as for the national collection agency. The provision of the maneuver provides that, as we read in the note of the Senate studies, excludes road fines. In substance it will be possible for the Municipalities, which will have access to the data of the Tax Registry, to carry out executive actions such as the attachment of part of the current account or the salary or the detention of the car.

The main novelty is the issuance of a single deed that immediately becomes executive instead of waiting for the issue of the folder, allowing to accelerate the recovery of the credits. According to the rules included in the maneuver, in fact, even the Municipalities, from next year, will be able to issue executive verifications, as for example the Inland Revenue: with these documents, when the deadlines for making the payments expire, the possibility immediately arises to activate the executive and precautionary procedures.

"One of the important innovations of the reform scheme in question - we read in the explanatory report of the Budget Law - relates to the provision of a single act that at the same time encompasses all the elements to become a title suitable for forced execution, to starting from 2020. The documents issued will obviously cover the years not yet prescribed ".

"It should also be emphasized - it is specified - that the acts in question are concerned not only with taxes but also with the assets of the institutions, with the exception of fines because the provisions in question do not affect the highway code".

The execution does not start for amounts lower than 10 euros. Local authorities, also through the parties entrusted with collection, will have the obligation to send a request for payment for the recovery of amounts up to 10,000 euros, prior to the activation of an enforcement and precautionary procedure. The debts can still be paid in installments from 100 euros upwards.

Thus the president of the council Giuseppe Conte responded to those who asked him for information on the existence of which would allow the local authorities, in particular the Municipalities, to block the accounts to those who do not pay fines and other local taxes.
