According to the EU budget for 2020, it is planned to allocate € 1.5 million for the project. As stated in the justification for this item of expenditure, the need for such measures is explained by the growing risks to the safety of civil aviation, as well as Russia's "large investments" in EW funds. It is alleged that the purpose of Moscow’s investments is “to completely drown out the signals of satellite and cellular communications, automatic dependent surveillance-broadcasting, FM and GPS signals.”

However, as an aviation expert, Honored Pilot of Russia, Major General Vladimir Popov, emphasized in a conversation with RT, Russian electronic warfare systems can be used exclusively for military purposes and do not pose any danger to European civil aviation.

“Russian electronic warfare systems are not directed against civil aviation. The combat units of the Air Force and the Airborne Forces can be used against the air defense forces of a conditional enemy and against combat aircraft if it performs flights along civilian air routes, ”he noted.
